According to Marc Brightman, the problems of migration and economic stagnation, often referenced as the causes of the votes for Brexit or populist parties in Italy, should be treated together as part of a single problem of sustainability. An opportunity exists to exploit the rather consensual ground of environmental economics and ecological economics in European negotiations to agree on reforms for Italy and the other member states.
The formation of a populist government in Italy is causing disarray among policymakers and policy advisors working in a framework that has not assimilated advances in interdisciplinary sustainability science.
Natascha Zaun, Assistant Professor at LSE, reflects upon the situation for third country nationals, especially asylum seekers, wishing to come to the UK whilst it is part of the EU. Focusing on policies such as the Dublin Regulation, she asks how the situation could change after Brexit, and argues that the UK has more control over third country migration than Brexit campaigners imply.
The Brexit campaign, and especially UKIP’s breaking point poster, suggested that the European Union did not control the immigration of third country nationals (i.e. non-EU citizens) and that this resulted in uncontrolled immigration into the UK. According to Eurosceptics, voting for Brexit would hence help the UK ‘take back control’, not only of the migration of EU citizens, but of third country nationals as well.
Virginia Mantouvalou, Reader in Human Rights and Labour Law and Co-Director of the UCL Institute for Human Rights, looks at the implications for Brexit on the rights of EU citizens living in the UK in relation to the European Convention on Human Rights.
A few days after the referendum on EU membership of the European Union, Theresa May stated that she would not guarantee the rights of EU citizens in the UK. Her statements were supported by Philip Hammond, then the Foreign Secretary, who said that it would be ‘unwise’ or ‘absurd’ to guarantee rights of EU citizens to stay in the UK before negotiating with other Member States, and were also repeated in Parliament by James Brokenshire, the junior Home Office Minister. Mr Brokenshire was prepared to be slightly more reassuring, but only went so far as to say that there will be ‘no immediate change’ in the legal status of EU citizens in the UK. Many condemned this position as morally repulsive and politically problematic. In this piece I argue that the stance of the UK Government on the status of EU citizens in the UK may violate the European Convention on Human Rights (ECHR). With so many heavyweights, from Barack Obama to Mark Carney, saying that we will be worse off with Brexit, why are the polls still neck and neck? There seem to me two reasonable explanations: that the tabloid media have a strong influence, and that immigration is a big issue among voters. But perhaps the two are connected, for reasons that will become clear.
It is a well-known result that worries about immigration tend to be greatest in areas where there is little immigration. In areas where there are a high proportion of migrants, like London, UKIP do rather poorly. When I was asked to write a piece about Poles and other EU citizens living in the UK and their perspectives on Brexit, my first thought was that Polish people in the UK are little different from the millions of UK citizens living or travelling to work in other EU countries, or from French, German and other western Europeans living in Britain.
